With Regional Council Resolution no. 4162, approved on March 31st, 2025, Regione Lombardia officially renewed the three-year agreement with Eucentre Foundation. This act confirms the will to continue and strengthen the collaboration, to promote and reinforce civil protection activities, specialist training in the seismic field, and to spread the culture of risk prevention.
The background to G.D. 4162 and the regional objectives
The Convention falls within the framework of the interventions envisaged by Regional Law no. 27 of December 29th 2021, and the three-year 2025-2027 Programme for the training and disseminating civil protection culture. This programme, approved by D.G.R. 3881/2025, defines guidelines and strategies to guarantee an increasingly efficient and integrated regional civil protection system.
Among its primary purposes, Resolution 4162 aims to:
- Continuing activities already started: giving continuity to projects and interventions undertaken in previous conventions.
- Implement collaboration: by strengthening the relationship between Regione Lombardia and Eucentre Foundation to support programmes of common interest and shared initiatives.
- Increase specialised training: Focus on the seismic sector to prepare technicians, operators, and volunteers for better emergency management.
- Spreading the culture of civil protection: promoting awareness and information activities, especially among young people and within schools.
Eucentre Foundation and its strategic role
Eucentre Foundation has been active for years in research, training, and service provision in earthquake engineering and structural safety. Thanks to its scientific expertise and ability to provide high-level technological and training contributions, the Foundation is recognised as a center of competence of the National Civil Protection Department.
The long tradition of organising specialised courses, seminars, experimental workshops and educational projects is an added value for:
- Support the public administration in the definition of intervention procedures and methodologies.
- Training civil protection technicians and volunteers, improving their preparation in risk prevention and assessment.
- Carrying out dissemination activities towards schools and citizens, promoting knowledge of seismic hazards and awareness of self-protection actions.
Activities and prospects for the new three-year period
Thanks to the renewal of the agreement, Eucentre Foundation and Regione Lombardia will be able to:
- Organise courses and refresher courses on seismic risk and the post-earthquake survey of building fitness, aimed at local technicians and professionals.
- Carry out practical exercises and simulations to improve operational readiness for seismic events.
- Involve schools and young people in initiatives to disseminate and raise awareness of the culture of prevention, including using innovative teaching tools and experimental demonstrations.
- Continue the institutional network dedicated to using drones in civil protection, favouring shared procedures and rapid and coordinated intervention scenarios.
The importance of a shared approach
Previous agreements between Regione Lombardia and Eucentre have already made it possible:
- Train numerous technicians who specialise in post-earthquake damage surveys.
- Develop seismic risk awareness campaigns.
- Collaborate with public bodies and voluntary organisations to ensure timely and effective emergency responses.
Resolution 4162 thus sanctions the continuity of this virtuous path: a model of public-private collaboration devoted to protecting the territory, enhancing technical knowledge, and training an aware citizenry able to prevent risks and face possible critical situations with more excellent safety.
The agreement between Regione Lombardia and the Eucentre Foundation represents a fundamental step towards a more modern, integrated civil protection based on continuous training. The new three-year period of activity will consolidate the positive experiences gained to date, further expanding the horizons of research, technological development, and cultural dissemination in seismic safety and prevention.
